I think you're right about the subway worker entrance. Doors are clearly visible on the inside of the structure, and the sloping part most likely contains a stairwell.

Yeah, we all knew what you meant. It was I who was a bit lazy in my response. I should have worded it better. A big thank you for asking about the structure because, at some point, we all would have wondered what it was.
