I've been trying to figure out if the float is a facsimile of Mt. Lowe railroad?

If only we could read what's written at the base of the float.
While trying to find more information on this sepia pic I happened upon another Mt. Lowe float that
Flyingwedge posted over three years ago.
I thought it wouldn't hurt to see it again. (it's such a great photograph!) -I wonder what the guy dressed as a bandit is representing?
