I don't think Black Hawk is ugly. It just has a different appeal than the rest of the mountains. I don't believe that architecture is needed to "redeem" the town, except in the case of the ugly blasted cliff walls and parking lots along main street that were intended as building sites. That said, the area's get-rich-quick history and seedy past make casinos a natural fit. While a tower of this sort may not fit in Aspen or Breckenridge, it seems like a natural progression for Black Hawk.
