It actually goes across a busy thoroughfare to a riverboat casino on the other side. The locals call it "The skybridge to nowhere" because it kind of looks as if it just ends (there is an elavator that takes you down giving the impression that it just hangs there) It will eventually hook up to a bigger gambling complex that will replace the current one but that plan is on hold because the NIMBY'S and Sierra club are fighting it. They will have to dredge a little bit of the Mississippi river for the complex but the Sierra club thinks that it will disturb the carp or something stupid.
So until then the bridge will just look kind of goofy the way it abruptly ends.
