However with the "scaled down" plan now in effect, I'm wondering what will and won't be left out of the original design? Will it be purely a slots barn with no hi-rise, retail, condos, etc? If so, I think the negative effects of having a casino in the area will be more significant than if other elements were incorporated into it?
What they are "planning" on doing is building this in stages. By law, they are required to have a specific number of slot machines in place in a very short amount of time, so the building that will house the main casino floor, a bar or two and a kitchen, along with parking lots will be built first to meet this requirement. They just don't have enough time to get their whole plan built to meet the state's timeframe. After that, the rest of the complex is scheduled to be phased in over a period of (I think) 4 years including the parking garage, some buildings along the periphery and, eventually, the hotel.

They have already invested, what, $165 million in this? I really doubt they will cut and run after just building the "scaled down" plan; especially if table gaming is approved.
