This isn't all that unexpected really (or all that unreasonable). I don't think any other city on earth had to accommodate crowds the way Mecca does. It takes a lot of physical space to hold 4 million+ visitors. Hotel rooms, camping spaces, transportation corridors, and just physical space for all of that humanity.
