This a bit misleading the zoning is changing but officially downtown has included this area all along, downtowns borders are considered Governors Drive to the south, California to the east , Pratt to the north and Memorial Parkway to the west but now that area is expanding the boundaries as redevelopment moves along.
A proposal to significantly expand downtown Huntsville passed its first test Wednesday.

Members of the city's zoning committee had a favorable reaction to adding 182 acres to the downtown General Business C-3 zone. They forwarded the idea to the Planning Commission, which will hold a public hearing at 5 p.m. on Jan 26.

The zoning change would affect the northern fringe of downtown, including land around the Historic Huntsville Depot, city dog park and Interstate 565-Washington Street interchange -- areas now zoned for residential or industrial uses.

Assistant City Planning Director Marie Bostick said General Business C-3 zoning would make it easier to attract restaurants, theaters and other entertainment venues.

"We want to encourage things that are more 24-7 oriented," Bostick said, "so you have activity continuously."
I've always considered Governers a different area, which is the medical district.
