Dubai is what a s*** load of oil money will do for you. The Saudi's invest heavily in Dubai, as well as other oil rich nations in the gulf region. That $3/gallon you pay at the gas pump doesn't
ALL go toward Exxon or BP profits like you hear in the news. The middle east is reaping the rewards of a limited oil supply and increasing demand.
The shiek in charge basically runs the whole show, and he has a very ambitious development plan. Tax-free development zones help too. I don't know if they have restrictions on building heights, but it sure doesn't seem like it.
