put 12 largish apartment/condo buildings atop Westmount mall, and presto, the mall would be viable. Sadly, the city favors greenfield retailing development, which means without intensive residential development, the mall's future as a retailing destination is utterly doomed.

What will the mall walkers do when all the malls are gone? Will seniors roam the perimeter of big box barf stores to get their exercise? Where the hell do teenagers even hang out nowadays?
