I'm pretty sure the height restrictions for Century City have more to do with incoming flight patterns for LAX than it does the Century City master plan. Flights coming from northern cities (SF, San Jose, Seattle, etc.) often start their descent well north of Simi Valley, then take a western turn and fly over Century City and most of mid city before taking a right hand turn just south of downtown and joining the eastbound approach to the runways. Typically this is for airlines that use the North runway (Southwest), but I've been on Horizon flights that use this as well.

Any changing of height restrictions of Century City would go well beyond just getting the NIMBYs on board.
