PHOENIX should have the tallest. The VIEWS OF THE MOUNTAINS would be absoutely terrific. Being a city in the desert, it would make downtown
"STICK OUT". Just like Vegas has the STRATOSPHERE TOWER (which is the tallest structure in the country) that makes that desert city stick out somewhat.
