I don't mind the tower at all. Hopefully someone with some sense comes along and puts a tower on the other end of that podium one day. It wouldn't be hard.
But it does underscore how LA really needs an ordiance relating to how parking podiums can look. Some general prescriptions about putting them as much toward the alley as possible and concealed by other uses.
