^The site was shut down due to an accident investigation. Rick Bell was stumbled onto the site while inebriated and started urinating on the bridge, at which point his stream froze, leaving him attached to the structure.

In all seriousness, like many construction sites, my guess would be either slowed significantly if not halted for periods due to the winter weather.
