I'm sure they'll remove it. When the previous building beside it was demolished, they probably just left that bit attached instead of risking the structural integrity of the Tip Top building beside it. Those old buildings were built ridiculously close to each other. In this case you can actually see doorways and things on the side of the Tip Top building, hinting to the fact that they were connected on the inside. That would have made demolition even more tricky. Now that Core Urban is doing the entire neighboring building, they can take their time with taking that old chunk off.
