I think as a visitor to Vegas you go where all the action and excitement is, which is The Strip. You don't care about the traffic, crowded sidewalks and long lines because you're on vacation and only there for a few days.

Most locals (A lot of locals work on The Strip but the majority do not) do not work on The Strip and they see it as a crowded street where they will get caught up in traffic. Once you live here you realize that most of what you get on the strip you can get elsewhere. Good food, movies, some forms of entertainment, etc....You can find all of this around Vegas, not just on the strip. It makes going to the strip a hassle when you deal with drunk tourists, traffic, long lines. May as well go to the suburbs and find similar things.
