I am mixed about this. The Hoover building is currently a dead space on PA Ave and PA Ave is largely lacking in vitality and it would be good to expand DC's tax base by having more residential development where the FBI headquarters is. On the other hand, this site has excellent access to transit, making it much more sustainable than either of the sites in Maryland and Virginia and the FBI headquarters is a source of good jobs in DC. These people go to lunch in Penn Quarter/Chinatown, go to dinner at the surrounding restaurants after work, and at least some of these FBI employees live in DC. Losing these good jobs was too readily dismissed by others who wanted to see the FBI headquarters relocate elsewhere in the DC region.
