Yes, well Québec City at thé outset was built like colonial cities in the first US states. No more, no less. There is a French architectural vocabulary mixed with British features over time like Montreal and other towns in Quebec. Riga and Talinn were no less imitative than Quebec City in building their environment.
Boston and Philly lifted Georgian architecture from their English context of origin but generated some inventive measures over centuries of evolution.
