The last reported news article on Grand Rapids's new tallest (aka 10 Ionia) had said construction was possibly more than a year away at the time which was November of 2016.

The whole thing has been approved and the design finalized (though whether or not it's different than what has been shown so far is unknown), but it seemed implied that possibly financing is what would hold the project back. Otherwise no reason has been directly stated on why the project is taking so long.
