I could be wrong but I remember a story about an office building in Halifax going up with 1 extra floor beyond what was in the approved plans. I think it was this one.

This building also went up circa 2000, despite the fact that a bunch of Halifax media outlets used to claim things like "no new building was built downtown for 20 years". There was always some development, although the pace and quality were much lower in the 90's and early 2000's (there was tons of construction during the 80's boom that ended circa 1990). Barrington Gate is a 90's building. Examples from around 2000-2003 include the Four Points Sheraton and the Garden Crest buildings on Summer Street.
