Maybe in the future when this building has some years on it, maybe like other Skyscraper Icons it will get a huge renovation overhaul. Meaning when the time comes to spend money on it they may indeed upgrade the spire into what it was actually really intended to be. Fingers crossed...

If the spire is meant to be ornamental and not an "add on" like the old WTC and the Sears Tower, doubt we will see this changed since it's a part of the building's over all design.
