I doubt you've been to Saint John, then. The skyline of which is their downtown has been stagnant for decades, with minimal growth just very, very recently. Saint John is having severe budgetary problems, largely due to the fact that the city is excessively sprawled, just like its satellite communities, and is now unable to pay for its maintenance.
Saint John is quite dirty; therefore, it's been a challenge to attract people to move there when surrounding communities are competition, providing endless, clean, and low taxation suburbs from which to choose. These proximal communities are too experiencing infrastructural budgetary problems. The whole area is quite the sprawled mess, with the debt to prove it.
