Believe it or not, but there's been no official proposal for that site yet. I know Spyguy mentioned a while back that the lot has been on sale for quite some time now. It is someone has finally come up with plans for that lot. I don't think just anyone would write a check to perform soil testing if they don't have a proposal they plan to announce soon.
