Yeah, it's a tricky design challenge with the parking ramp right behind that wall. I don't think they could build anything in front of the wall, either, since the park can't be reduced in size under the terms of the PD. The residents of 505 N McClurg currently use that parking ramp, so it can't be shut down or relocated easily.
I don't mind a blank wall if it's honest-to-God stone like the rest of the base. It will have a bit of a fortress look to it, but at least it'll weather and show its age over time. Maybe some vines will grow. The new layout of the park focuses the attention away from that wall anyway.
