Seeing as how California has set a target of 2040 to increase Amtrak speeds from 80 mph to 125 mph (and they admit even that is hard to achieve) you are probably right.

If it takes 25 years just to increase the speed of an existing track, how in the hell is California going to actually get big things done?

There just isn't priority for rail transit in California and probably never will be. California will be a state of autonomous road vehicles that you can summon with your iPhone. We will never be serious about rail/ subway/ light rail. Roads are king!

Even nearby Arizona is creating a new "smart city of the future" funded by Bill Gates. I doubt anything like that could happen in California. Too much old money and establishment politics here. The state is incredibly conservative/ antiquated/ rusted and set in its ways.
