Yes, the newly-redone Keiner Plaza is to be event space-driven.
Keep in mind too that this is basically a mile-long park mall. The Soldier's Memorial on the western part of the mall is currently undergoing a $30-35-million renovation.
They are trying to attract all kinds - families, old, young, millennials etc. - to the these new and renovated (green) spaces.
In my personal opinion, the whole St. Louis region is great when it comes to parks.
Forest Park, Tower Grove Park, Lone Elk Park, Jefferson National Expansion Memorial Park (Arch Grounds), Laumeier, Cahokia Mounds State Park (10 minutes from downtown in Illinois) etc.
