Correct, looks like the entire thing however should be opened by 2018. Which will be awesome! And Stage 2 of the West bypass is nearly complete.
Stage 3 would appear to be "bypassed" pun intended, and stages 4 (4 being increased to 4-lane entire distance) and 5 be done concurrently.
