I have heard that part of the problem with police recruitment on a broader scale than just Winnipeg is a common pass/fail question is if you have ever used illegal drugs including pot. The prime demographic of police recruits is much more likely to answer "yes" to that question, especially on pot, that previous groups. Combine with how policing has moved towards more wanting candidates with university degrees compared to the older path of being an alternative career to post-secondary education. As the cadets are basically a holding place for future police officers it isn't surprising they are having similar issues with recruiting members.
