We've already done that 5 times in the past in Metro Van as far as I know (http://www.richmond-news.com/news/de...-land-1.500777) of the more recent, and the Salmon River Highlands is only in the ALR because there's still land in Willoughby to develop on.

We already opened the gates a long time ago regarding this stuff...
