No. you can't compute the rate based on a year not yet finished. J Will's mention of 3/100,000 for a typical year in Toronto (it's actually closer to 2, by the way) is based on annual totals, not totals through early August.
NYC can expect, say, 450 this year when Dec 31 rolls around, a rate closer to 6 per 100,000. Excellent by US standards, horrible by Canadian standards, but a lot higher than "3.5 per 100,000."
