Yes, because when spent uranium pellets endure a mild physical shaking, they might pressurize like a can of Coke and blow up.

Small tremors won't do anything. The site is great for spent fuel because there's no groundwater for it to seep into.

Most of Nevada is wasteland...

Of course I'm exaggerating a little. But when I think of not toxic, Norfolk certainly doesn't come to mind. It is a port town with a good amount of heavy industry. Much of the employment is centered around the relatively "toxic" industries. To put it on a list of least toxic cities above, say, Bolder, Co or some other idyllic white collar resort town is just laughable.
