How HRM Wastes Your Money

I challenge you to try and get to the end of THIS REPORT which demonstrates quite clearly what a bottomless pit the HRM bureaucracy has become for our tax dollars to disappear into, never to be seen again. What a ridiculous boondoggle.

I like this goal:

The HRM in general seems directionless and incompetent, although that is common for municipal governments. I'm sure there are some good people working for the city but everything gets dragged down into a sea of mediocrity.
