I'm surprised about how much is being done with little to no media coverage.

I guess regional cooperation doesn't sell many newspapers?

I can understand why it wouldnt. Capital region stuff is about working together and agreeing on a framework to guide municipal plans. It's not unlike Edmonton's Municipal Development Plan (The Way We Grow), which didn't receive any media attention either - but is meant to guide the heirarchy of plans below it.
