Pesquisador, as vezes vc da vergonha alheia. Como bem explicou o amigo, o tombamento é concedido como um reconhecimento, quem cria a lei do tombamento é lei federal, não existe essa besteira de lei internacional. A Unesco apenas concede o titulo e tbm pode retira-lo, mas é só. Isso não é uma lei internacional.

A UNESCO não pode criar normas, nem dizer quem vai construir, quem não vai. Apenas sugere e o Brasil segue se quiser.
