It is funny that this stereotype exists when the rural northeast out rednecks large swathes of the Midwest. People never talk about New York as a hick state with a couple of urban enclaves but in some ways that's what it is. Iowa, on the other hand, is not particularly redneck.

He was probably thinking of Oklahoma and Kansas and Nebraska and the like, which are some of the most (or the most in OK's case) Republican-leaning states, and may or may not be characterized as "Midwestern".

I prefer the term "Middle American" to distinguish that special little place from the likes of Illinois, Minnesota, Iowa, etc. though.
