Doesn't really matter which building you're in... whether an office tower, a residential tower in New West, or a mixed use elsewhere... if an elevator is out of service for moving or what-have-you, it will be SLOW.

Why would one design a buildings elevators to work at peak rate with an elevator down?! Exactly. No one would.
