This is an old, abandoned WWII-era battery at Cape Spear, just outside St. John's. There are a few around. The waters off Newfoundland's coast were a popular hunting ground for German submarines. After the war, they supposedly even found tickets to plays and things in St. John's on the submarines. I've always heard those stories, but I've never seen proof.
In any event, the British and, especially, the Americans set up a lot of defences in Newfoundland (which, remember, wasn't part of Canada at the time).
