Not to be a hometown hero, and obviously Atlanta isn't the only city that got wrongly snubbed here (and NYC and Nashville really do belong at the top), but it's not just the hub of hip-hop, gospel and r&b nowadays; so many great artists of different genres have come out of and record in Atlanta (and nearby Athens).

Collective Soul
B-52s
Sugarland
Indigo Girls
Alan Jackson
R.E.M.
Drive By Truckers
Widespread Panic (lots of jam bands actually, like STS9 as well)
The Black Crowes

And John Mayer became famous/started his career in Atlanta playing at Eddie's Attic in Decatur. Other famous musicians such as Elton John maintain residence in Atlanta for a variety of reasons, including its hub as an international music recording capital. The city is not #22, and not #1, but somewhere in between likely closer to #1 than #22.

Definitely a Forbesian list.

I don't doubt the Drive-By Truckers have connections to Atlanta, but I thought they primarily came from Muscle Shoals, Alabama?

Yeah they don't feel very metropolitan ATL- pan south really, with southern urban vague references. Fun band. For some reason I was thinking Iron and Wine was Georgia-centric but apparent based in Austin now.

I saw Drive-By Truckers in a dive bar in Southern California about seven years ago. Hell of a show, by the way.

A lot of their influences, at least from what I've read in interviews, seem to have come from around the Gulf Coasts of Alabama and Mississippi.
