The aesthetics of the building's glazing aren't mentioned, but the report says "Triple pane glazing throughout (UIP-0.25 or better)". Oxford's MNP tower had triple glazing, and isn't noticeably green in colour, so it's not a given.
It's interesting that the building isn't going to be plugged in to the downtown energy system for heating. Rather, "this project is registered as a pilot project under the CaGBC’s Zero Carbon Buildings Framework, and is planned as a highly efficient all-electric building, resulting in a near-zero emissions building."
There are quite a few conditions that will probably alter the appearance - the requirement for solar shading with design informed by energy modeling, greater differentiation in appearance of the four 'boxes' and an avoidance of shadowing on Harbour Green Park between spring and autumn equinox. That means it'll either be slightly shorter, or reshaped.
It's likely that the applicants have agreed that all these can be achieved in the subsequent Development Permit or they wouldn't bother to proceed to rezoning.
