The existing Control Room was built when the SkyTrain originally opened, and has become very crowded with the addition of the Millennium Line and Evergreen extension. There is no physical space in the room to accommodate the addition of Broadway, Langley, and OMC4 expansions. This is actually listed as one of the risks in the Broadway Subway plans, because they cannot do testing and commissioning without the new control centre.
As for the existing building at OMC1, I think they're planning to use it for additional offices and storage. They've been adding and extending some maintenance buildings at OMC1 as well, to accommodate the new 5-car Mark V trains, and I think that's led to some departments getting shuffled around to different spaces.
