The risk is suburban and rural councillors ending up pitted against those in the "city" even if their wards are part of the urban area. Different needs, different finances, different planning for the future. This can result in stalemates about big decisions.
Then there's a risk of suburban and rural residents being upset that their tax dollars are going to support the old central city's needs, and that may stifle progress in things like redeveloping the downtown or dealing with aged infrastructure. There's little understanding about municipal finances, even among the people elected to make decisions about it.
Better to decide locally though than have it decided by the province.
