Edit: Sorry, I put the wrong info again, for La Proeza starting in 2019 it's more an estimate because they are currently in the excavation phase as shown in this photo from their website from a couple months back.

So why couldn't the last 3 buildings be added as proposed?

Anyway, recently there were news that foundation work is going to start this very month
