I'll try to answer by passing on some info I received from the man behind the Ithacating blog. Most projects use steel; cheaper, no curing time needed, holds up better in Ithaca' moist climate. However, while this holds true for downtown, there are some projects in the Collegetown area which used concrete which affords the ability to make mid construction design changes.
Stairwells and elevator shafts are poured concrete or CMUs (concrete blocks) surrounded by steel frames.

A couple of articles from the Ithaca Times.

First is a planning board summary mostly regarding the Historic Structure recommendation for the old Number Nines firehouse building. This could lead to a big problem for the owners of the building trying to sell it to a developer. I feel sorry for the owners who had planned to retire.

The second article is regarding a proposal for redevelopment of the Green Street garage. This would be the biggest proposal I can remember for the downtown. I do believe this could get messy when the public comments start coming in.
