That is a great resource, but if you look closely the "counter" counts everything in the province of Quebec.

So Metro Montreal is actually below 29 I think.

Toronto has reached 91 homicides, its worst annual tally ever, with six weeks left to go. Probably an aberration, but disheartening nonetheless.

Should be obvious by now that Midwest cities that were decimated by deregulation/loss of manufacturing/loss of headquarters/etc. with historically large African-American populations (Chicago, St. Louis, KC, etc.) that were forced into inner-city ghettos and now live in concentrated poverty have higher crime rates. St. Louis City is roughly half A-A with a poverty rate just under 30% even though the population is only ~300K. The vast majority of the violent crime takes place within the A-A community. Same for Chicago. Denver has, what, like 5 black people that recently moved there?

This article says that metropolitan (mainland) France had 807 murders in the yearlong period October 2017 to September 2018:

Homicides : Beauvau a peur de son nombre

For a population of about 65 million, that corresponds to a rate of around 1.24 per 100,000.
