It won't be. This is another midtown block with multiple projects on it so even Curbed got a little confused, from Curbed:

"Stonehill & Taylor has designed the hotel, which will have 12 stories, 197 rooms, and a 3,500-square-foot rooftop space...

... UPDATE: So it turns out that we (and Hotel Chatter, apparently) were confusing two different hotel projects. The Refinery Hotel will be located at 63 West 38th Street, not 45 West 38th like we originally reported, and it will have 12 stories and 197 units, not 23 stories and 180 units. The project at 45 West 38th Street (which may still be called Hotel 38, we're not sure) is an entirely different hotel. Additionally, 45 West 38th is a new construction (Google street view shows an empty lot), and the Refinery is a conversion of an office building."

These mid-rise hotels seem to be sprouting up all over the place . . . never even knew about this particular one until now.

Why would be the reason for this? to add a few feet of space in front of hotel???

The goal of all of Kaufmans monstrocities is cost savings. First he sets the hotels back 85ft to work around NYC zoning and build straight up without a step back. This requires no change in floor plate configuration for the entire building. He then uses cheap facade materials in order to put pig skin on a pig. Its a tried and true methodology that has made him millions and budget hotel developers recycle his awful designs all over the city. New York needs to change zoning or adopt design standards to stop this.
