There are also a few documents on richmond's website that mention the bus loop, but they're all from 2006-2009ish. Not very relevant anymore.
Thanks to your link, I found a fucking gold mine of letters to the editor regarding that.

I couldn't help but notice that at Commercial-Broadway at least they have started replacing the halide bulbs in the overhead lighting with LED substitutes.

Noticed they repainted the white fenced overpass at 29th Ave.

I still do not understand why they couldn't of just completed the East end of the station like it was intended to be back in the 80's, considering how much money they have dumped into this.
Also the spikes on the top. Seriously? They serve no purpose.

Looks really dystopian.

From Vin:

As part of the Mandarin Residences development, the pedestrian walkway fronting No.3 Road is being redone, ultimately to match the paving on the previous Scotiabank site, which will be part of a new bus loop for Translink buses: a new road and walkway on either side entering the current taxi waiting zone all the way into the strip mall. Bike racks, benches and other features will be brought back once this is done.

Forgot to add that the new barrier fencing is installed at Stadium. Looks much nicer, but would of been nice if it was at least red to match the handrails and the barriers it replaced.

Depends on who you ask.

- It helps hold up the map.

- I think it is suppose to discourage anyone who might have though it was a good idea to walk across the track to the other side. Personally I would be discourage by the high voltage rails.

They keep pigeons from perching on the top and dropping deposits on hapless pedestrians.

Someone could do a running jump.

Most likely a Transport Canada regulation for overpasses of rail tracks.

I've seen other pedestrian overpasses over tracks with just basic wire fencing on the sides so I doubt it's a regulation.

Seems strange to me that they painted this dark - which highlights the fence / cage / prison cell aspect of it, rather than white, like all the stations.

WRT the spikes, it's likely just a cheaper solution to enclosing the whole path. You often see fully enclosed overpasses.
Someone somewhere figures that the sides are scaleable/climbable.
The spikes may also make it harder to throw an object onto the tracks.

Silly me, I thought they were to avoid birds sitting on top.

Those must be some huge birds. Is there some megafauna sanctuary nearby?

The engineer who was designing it must have watch Juristic Park the night before. Painting it black just makes it look weird.

The new Joyce station east station house being constructed also has the metal frame painted black. I hope it will look better when glass panel is mounted.
