South East Kowloon Development outlined
Director of Territory Development Wong Hung-kin has outlined the latest plans for the South East Kowloon Development at the former Kai Tak Airport site and its vicinity. The development area covers 413 hectares and will house about 250,000 people.
The development area will incorporate modern planning and urban development concepts such as environmental friendliness and people-oriented planning. Community facilities will include a hospital and school villages while other features will include a scenic and accessible waterfront, tourism-related projects and leisure and entertainment facilities.
Rail connections will be provided by the nearby MTR Kwun Tong line and Sha Tin-to-Central Rail Link, and will be supplemented by an environmentally friendly shuttle system, such as light rail or trolley buses, to connect all internal district centres. Other green initiatives such as an automated refuse collection system, a district cooling scheme for air-conditioning and solar energy systems will also be implemented.
A 24-hectare metropolitan park and a five km waterfront boulevard will also be built, with the latter to link Lei Yue Mun in the east and Tsim Sha Tsui in the west. Tourism-related facilities will be developed on a 20-hectare site called Kai Tak Point, including a cruise terminal, a heliport, a hotel, a commercial centre, an aviation museum and an IMAX theatre. Sport facilities and a 50,000-seat stadium capable of hosting sporting, leisure and entertainment events are also planned for the development area.
The first stage of development is now underway with piling works by the Housing Department already being carried out and infrastructure projects to follow next year. The entire development will cost about $24 billion and create about 16,000 jobs during the construction period, Mr Wong said.

拓展署署長黃鴻堅形容,東南九龍(即啟德一帶)發展計劃工程非常龐大,發展相當多樣化。整個規劃將佔地約413公頃,可容立25萬人,並可望提供75,000個職位。發展包括國際都會公園、國際級的場館、郵輪碼頭和旅遊區,以及沿岸長達五公里的海濱長廊。
黃鴻堅表示,區內將廣泛設置行人專用區,市民可無拘無束地享受悠閒。
區內的海濱長廊,將東接鯉魚門,西連尖沙咀,維港的優美景色,盡入眼簾。
規劃署正研究發展區內空間走廊和休憩用地的城市設計,以及美化指引的細則。
海濱長廊也將連接啟德機場跑道盡頭的啟德角和都會公園。啟德角佔地約20公頃,將設有不同類型的旅遊設施,內容包羅萬有,包括遊輪碼頭、直昇機坪、酒店、娛樂/零售/飲食中心、航天博物館、全天域戲院、兒童歷奇中心,以及嘉年華公園等。
至於都會公園,黃鴻堅說,公園佔地24公頃。它不但體現了政府在_h境保護和綠化城市方面的決心,也遠較維多利亞公園遼闊,成為鬧市中最大的市肺。
區內的其他「綠色」設施,計有自動垃圾收系統、區域海水水冷空調系統,以及在樓宇天台設置太陽能收集板。
新發展區也顧康樂和體育設施的需要。除設有泳池和室內體育場館外,也有達國際標準、全港最大的運動場館,可容納50,000人,媲美香港大球場。
黃鴻堅表示,區內的設施相當完備,有學校、醫院,也有_h保交通系統,包括連接沙田至中_h的鐵路,也有無煙交通工具接駁鐵路系統,如輕便鐵路或無軌電車。
黃鴻堅指出,東南九龍發展計劃工程浩大,需約15年分階段按部就班進。有關興建房屋的工程已如火如荼地進行,而基建工程則於明年展開,工程建造期間可創造16,000個職位,耗資約240億元。
