SPRINGHILL - EllisDon Corp. has been awarded the $22.9 million contract to build the inmate housing expansion at the Springhill Institution.

"Its fantastic news," Brian Strecko, Atlantic Canada vice-president and area manager for EllisDon in Halifax, said.

Construction on the 192-unit expansion at the institution is expected to kick into high gear in late July or early Aug.

"We're scheduled to have our kick-off meeting with public works next week and then we have some basic paperwork to get in place," Strecko said. "Then we'll get our team up there and do a site hazard assessment and deploy safety measures and get on with building the project."

AMHERST - NSCC finally has a new home for its satellite campus.

Don McCormack, principal of Nova Scotia Community College Cumberland Campus, spent Thursday morning in the former Teletech building in Town Square on South Albion Street.

He was joined by Cumberland North MLA Brian Skabar for a tour of the facility and to see how the satellite campus will be laid out.

"NSCC signed for the building a week ago," said McCormack, who added a number of locations had been looked at for the relocation.

McCormack is hoping the building will be open for students in the fall.

Contract to analyze undeveloped Truro property awarded

TRURO - Canada's largest commercial real estate services company will complete an analysis of the best use for undeveloped property atop Young Street.

The town awarded the contract to Colliers International during Monday's council meeting. The company's $18,000 proposal was the lowest of the four bids that responded to the town's request for proposals.

During the past year the town has received a couple of requests to develop the town-owned land near the former landfill site for both commercial and residential uses. Staff decided to get a real estate opinion on the best use for the property.

The study area is about 440 acres and is currently a mix of residential and industrially zoned property.

The report is due in mid-to-late September.

Members of the Antigonish business community gathered last week to hear an update and status report from Mahar Melford International Terminals.
The company, which plans to develop a deep-water container terminal at Melford on the Strait of Canso, presented at a luncheon at the Keating Centre hosted by the Antigonish Chamber of Commerce and Antigonish Regional Development Authority.
Paul Martin, president of Mahar Melford International Terminals, said the company is going to spend $350 million in this part of Nova Scotia.
“It’s going to take 24 to 30 months to build these facilities. We are going to build a very large 315 acre, state-of-the-art marine terminal. We are acquiring the land at fair market value.
“We’re going to build a 32 km stretch of brand new rail line that’s going to connect this terminal to the CB&CNS [Cape Breton and Central Nova Scotia] line at Linwood Junction. We’re going to build a 4.2 km section of Highway 344 to replace the existing so-called Melford Loop which is where the terminal will be constructed, and we’re going to build a 1,500 acre logistics park.”
Phase one of the project is $351 million and it includes the first 250 acres of the logistic park, Martin said.

TRENTON – Trenton cellphone users will soon have better service.

The town approved an amendment to re-establish a wireless communications tower during its regular council meeting Tuesday night.

The amendment came after the town received a proposal from Bragg Communications/Eastlink to erect a 20-metre mono-pole tower within the town.

Town CAO Cathy MacGillivray said the tower will be constructed on town property behind Trenton Rink on Park Road. She said the proposal has been ongoing since February, with the town required to advertise to seek feedback from the public.

MacGillivray said the town had received no concerns from the public and neither did the Pictou County Planning Commission.

Deputy Mayor Steven Cotter and Coun. Don Hussher said the cellular service in the area has been poor and the tower will improve it for users of wireless companies.

MacGillivray said the tower will be erected in the near future.

A project to build a modern deep water terminal in the Strait of Canso is proceeding, and local businesses are hoping to get in on the action.

Neil Kenney says his wood cutting firm would like to help the group constructing the $350 million Maher Melford Terminal by clearing the trees off the land it needs for the loading and storage areas and roads and railways required to connect them with the existing network.

“It would be quite a bit of work for someone like me,” Kenney said. “I think it’s a great opportunity for Pictou County.”

MacGregor Machine Shop marketing director Nick MacGregor said the company could supply the project with steel frame buildings it makes at its plant in Plymouth and could export products through the proposed port in Melford.

“We’re looking to get in on the supply chain,” he said. “We’re looking at a terminal for export prospects, such as the Caribbean.”

The businessmen were among those who attended the latest business breakfast hosted by the Pictou County Chamber of Commerce at the Holiday Inn Express in Stellarton.

NEW GLASGOW – Traffic flow on East River Road will improve dramatically by the fall, says a consultant for the Town of New Glasgow.

Bob Funke, who redesigned the East River Road from Temperance Street to Park Street this past winter, said phase two of the project will begin within ithe month, making driving conditions even better.

“We are just a few weeks away from starting the job and people will really notice a big difference,” he said.

NEW GLASGOW - A new development that attracted significant interest from adjacent homeowners in New Glasgow has been given the go ahead, provided a legal review of the agreement passes legal review.

First Mutual Properties wants to build a new, state of the art, seniors' apartment complex on the corner of East River Road and Summer Street. The four-storey structure would see approximately 33 enhanced senior's apartments on the upper floors and 10,500 feet of commercial or retail space on the first floor.

Dave Wallace with First Mutual Properties said in the public hearing prior to Monday's New Glasgow council meeting that the company already owned five properties in the area that would be used for the construction of the facility, but said that three of the properties would have to be rezoned from residential to commercial use.

"This would be a first for New Glasgow, in terms of size and design," Wallace said, adding that the finished project is estimated to cost $5 million.

"It truly is a win-win situation for the Town of New Glasgow and FMP."

However, because the property would not provide enough frontage, the usual 30-foot side exposure would not be possible. Instead, FMP proposed constructing a seven-foot high fence on the south side of the property, with landscaping just inside the fence. Wallace indicated the company wanted to build the fence directly on the property line, but adjacent homeowner Milton Bryant objected to that, pointing out that normally, fences cannot be constructed directly on the property line and must instead be two feet in on the builders' property.

''What happens if they need to paint it or do work on it? Are they going to pay me for access?" he asked.

New Glasgow council agreed to put a requirement in the agreement that would require the developer to place the fence two feet in on its own property.

Other concerns raised included worries about traffic on Summer Street - neighbours say that it's being used as a shortcut and expressed concerns about speeding - and questions about whether the sewer lines in the area could handle an increase in capacity.

Art Nicholson, who owns property in the area, says his basement has flooded three times over the past few years.

"What will this mean to the sewer on Summer Street? In my opinion, it's been too small for too many years, if you put this property in too, what's that going to do to it?" he asked.

Town engineer Earl MacKenzie says part of the agreement will see an upgrade to the sanitary sewer installed on Summer Street, as well as a new storm sewer. Part of the problem in the area in the past, he said, is the fact that the storm and sanitary sewers were not separated; any time there was an influx of water to the storm sewer from nearby catch basins, it would result in flooding. He believes separating the two systems would solve the issue.

Town lawyer Frank DeMont, who first received a copy of the agreement mid-afternoon Monday, asked for time to review the documents before the final approval was given, citing some unspecified "irregularities" in the agreement. Council approved the agreement and also approved the closure of Jarvis Street to allow the project to proceed, pending the solicitor's report on the matter.

It's anticipated that construction on the project will begin in spring 2012.

Town council has approved a land-use development agreement for an apartment complex on East River Road, pending legal approval.
Council passed an amendment to its land-use bylaw and the development at its meeting Monday, following a public hearing.
The agreement with First Mutual Properties Inc. includes rezoning some properties owned by the company from residential to highway commercial and will include demolishing two dwellings on East River Road and two others on Summer Street.
Construction is expected to start next spring.
The proposed four-storey building will face East River Road and include office and retail space on the ground floor, plus three floors of “enriched” residential units for seniors or those considering early retirement.
Senior planner Roland Burek of the Pictou County Shared Services Authority said parts of the agreement application concerning abutting properties were altered after discussions with the town’s planning advisory committee.
He said it could be at least three weeks before dwellings would be demolished or removed from the building site, including a 14-day appeal period as part of the development agreement.
Conceptual building and lot designs show the building sitting in about the middle of the property, with 62 parking spaces, most of them on the East River side.
The lot’s area is 200 feet by 95 feet, while the building measures 185 feet by 70 feet.
The development also includes a provision to eliminate Jarvis Street between East River Road and Summer Street. Closing the street would also require a public hearing, Burek said.
Some residents who attended the hearing were concerned about traffic; others wanted to know what time they have to leave dwellings that are being removed.
But Donald Ryan, who lives next to the two houses being replaced on East River Road, sought clarification about a proposed seven-feet-high fence along the property line on the apartment building’s south end.
“I don’t think you should build it on the property line,” he said.
The approved agreement was altered to include setting the fence back two feet from the line.

An Ontario businessman who wants to buy and operate Maritime Steel and Foundries says he has altered his bid while he waits for Environment Nova Scotia’s approval to help him take it over.
Abbas Jafarnia, a former executive at the idle plant, says his new submission represents the value of the property and equipment at the idle steel plant.
The new offer comes during the latest extension he’s been given to close the deal.
The previous July 6 deadline was extended to July 28.
Jafarnia said the deal now hinges on the Environment N.S. approval.
“We’re waiting for their response,” he said. “We submitted all the information they want. Every day, I’m waiting for results. It’s frustrating, very difficult.”
Jafarnia said his previous bid is now moot because it no longer includes the request for a $2-million loan from the province within his original $3-million bid.
Iranian investors would have put up the remaining $1 million.
The province rejected the loan application, but Jafarnia said the Dexter government would lose $1.1 million by refusing his proposal to restart the plant.
Jafarnia said he would employ 100 workers right away and create 100 more jobs in two years. He would also move the facility from its current location in downtown New Glasgow.
Maritime Steel owner Cameron Corp. closed the plant in December and is owed $18 million.
Jafarnia’s bid would pay off some creditors, including part of what Cameron Corp. is owed.
Should his bid be unsuccessful, Maritime Steel’s receiver, BDO Canada, has contemplated demolishing the plant and liquidating its assets.
It could also reconsider a lower bid by 3-D Auto Parts of Stellarton, which withdrew its $1.2 million bid last month when 3-D president Dennis Vint said the plant’s value has dropped with its eroding customer base.
Jafarnia said he’s mystified how the reaction to his bid to buy the plant has changed from opening the plant to moving it.
The 3-D bid would have razed the plant, remediated the land and operate a new plant in Westville.
“In January everyone was talking about operating it,” he said. “Now everyone wants it moved.”

so, the question is... where would he move the plant? I still prefer the 3-D autoparts bid. Mainly because they are a local company.

Yea I was rooting for their bid too, hopefully they will be able to put it back on the table, it would be nice to see a modern foundry built.

Any idea where in Westville 3D actually planned to put the plant? I don't think I ever heard an exact location.

On the Foxbrook road, they own a scrapyard there just before the sawmill.

thanks, seems like a good location. Not too close to peoples houses, and sure beats a location right in the heart of downtown.

Yea thats what I was thinking to, People around there would be used to the mill anyways.

Sometimes a hole in the ground can be an exciting development. This is true for the location of the new Tatamagouche branch library, where the end of June witnessed the beginning of construction.
After several false indications that all was well with the project, the recent awarding of the contract to JETCO Contracting of Bedford resulted in the arrival of earth-moving machines to the lot at the front of the community field.
The library is being constructed for the Municipality of Colchester County and will the home of the new library for North Colchester.
Before the end of March, wells were sunk for the geothermal heating/cooling system for the building, and many people expected the construction activity to continue. Since then a series of meetings dealt with redesign of the building’s roof structure, a change in the material for wall construction, the approval of ratepayers in Colchester’s District 7 of an area rate to pay the balance of building costs, and other issues that finally permitted construction to begin.

THORBURN – Things are on schedule for the opening of northern Nova Scotia’s new correctional centre in Pictou County in early 2014.
The new facility will result in the closure of the Cumberland County Correctional Centre.
Justice Minister Ross Landry said Monday that tenders for the first part of the project will be called soon. The site preparation tender includes clearning land, the installation of sewer, water and storm lines, creating driveways and parking lots and preparing the construction area.
The tender for the building’s construction is expected in September with several general contracting companies pre-qualified to bid.
“If this timeline goes as planned, we’ll be breaking ground on our new facility sometime in the fall,” the minister said in a press release.
The province is also working to overcome issues with the Pictou Landing First Nations.
The project will create 70 new corrections jobs.
When the province announced the project last year it touched off a storm of protest in Cumberland County where the North Nova Correctional Centre has already been announced for Springhill by the previous Conservative government.
