This is not the typical time-table for a cell tower.
Next, look at the structure type: "Building" @ 550 ft. The structure type code is not what it would be for a cell tower or Comm (Communications Tower) via the FAA.
I think we may have a solid residential here!
I'll see if I can dig up some zoning maps. Looking at the parameters for that parcel and what is allowed. OR if there are any proposed ammendments to the zoning. That could be a big key as to the motivations for case: 2017-AEA-12953-OE.

This is not an official business district but mostly residential with your occasional light business/retail on the main streets. Most of the buildings are low to mid, with your occasional high rise.
