Aren't all new underground parkades supposed to be painted white?

Had it in my mind somehow that all recently-built parkades had to be painted white for better lighting and for security purposes.

Is there a planning buff out there that might know? Saw a completed new project that shall remain nameless for the present, and it was plain unpainted concrete.

If it is supposed to be painted, what recourse would the City have, and who would the recourse be against? The developer? The strata?

I don't know whether or not they have to be white or not, but if they did have to be white, I imagine recourse would be against the developer, not the strata.

Would that be a condition of the development permit? Can't find it in the parking bylaw.

Racist! This discrimination against coloured parkades has got to stop!

Jokes aside, would the driving surface be painted white as well?

No, not painted per se, but high traffic areas prone to excess water are typically coated to impede water penetration.
