To me it looks a lot like the New York, New York casino in Las Vegas. And I'm not sure the design isn't intended to serve more or less the same purpose--to create an instant skyline resembling sities like New York and Chicago.
Anyway, when I see something like this--the size and the location--my first question is, "What's it for?" In other words, what is the purpose of the building? Is it a hotel? Offices? Mixed use? And is there present of predicted eemand for the space it will create? My constant suspicion about all the building going on in the Middle East, where there is lots of money but not so many people, is, "Why do they need these buildings?" and "Does it really make sense to build them all?" Mecca may be an exception because of the large numbers of pilgrims who come there, though.
